The SERU exam stands for Safety, Equality and Regulatory Understanding. It is a mandatory TfL assessment for London taxi drivers. From 1 October 2025, new applicants and existing drivers renewing their licence must pass it before they can be licensed or re-licensed. The assessment is based on the official Taxi Driver Handbook and gives drivers 60 minutes to answer 36 questions that test their understanding of key rules, and responsibilities.
